Here is how I did It
The first thing I did to accomplish this look was to hang a wooden dowel rod from my ceiling. We took small metal hooks and screwed them into the ceiling. Then we fed a dowel rod that was small enough through the hooks. After that, I measured the distance from the ceiling to a few inches beside my bed to know how long I needed the curtains to be. I owned white sheer curtains, but knew they would not be long enough. I ended up sewing four curtain pieces together. The middle seem hangs over the dowel rod, and the two other seems are sewn together where I have it tied back.
Once I put the curtain over the dowel rod, I fed a string of Christmas lights over as well. One strand of 200 lights was enough to reach a plug nearby. I nestled the lights in the fabric and tied the lights and material together at the sides. Then I sewed on a small ring to the ties so that I could hold back the curtains. With just a small nail on each side of my bed, I was able to put the rings on these nails to hold them back.
